  為貫徹落(luo)實《國務(wu)院(yuan)辦公廳關于印發(fa)強化危險(xian)廢物(wu)(wu)監管(guan)和(he)利(li)用處(chu)置(zhi)能力改革實施方(fang)案的(de)通(tong)知(zhi)》(國辦函〔2021〕47號)和(he)《河北(bei)省人民政(zheng)府(fu)辦公廳關于印發(fa)河北(bei)省強化危險(xian)廢物(wu)(wu)監管(guan)和(he)利(li)用處(chu)置(zhi)能力改革行動(dong)方(fang)案的(de)通(tong)知(zhi)》(冀政(zheng)辦字〔2021〕83號)精(jing)神,切(qie)實提升危險(xian)廢物(wu)(wu)監管(guan)和(he)利(li)用處(chu)置(zhi)能力,有效防控危險(xian)廢物(wu)(wu)環境與(yu)安全風險(xian),結合我市實際(ji),制定本落(luo)實方(fang)案。

  一、總體要求

  (一)指(zhi)導(dao)思(si)想。以習近平新(xin)時代中(zhong)(zhong)國(guo)特色社(she)會主義(yi)思(si)想為(wei)指(zhi)導(dao),全(quan)(quan)面(mian)(mian)貫(guan)徹黨的十九大(da)和(he)十九屆(jie)二中(zhong)(zhong)、三中(zhong)(zhong)、四(si)中(zhong)(zhong)、五中(zhong)(zhong)全(quan)(quan)會精神(shen),深(shen)入(ru)落實習近平生(sheng)態(tai)文明思(si)想,按照黨中(zhong)(zhong)央、國(guo)務院(yuan)決策部署和(he)全(quan)(quan)國(guo)生(sheng)態(tai)環(huan)(huan)(huan)境(jing)保護(hu)大(da)會要求及省(sheng)委、省(sheng)政(zheng)府,市委、市政(zheng)府工作安(an)排(pai),堅持精準(zhun)治(zhi)污、科學治(zhi)污、依法治(zhi)污,以持續改(gai)善生(sheng)態(tai)環(huan)(huan)(huan)境(jing)質量為(wei)核心,以有效防(fang)控(kong)危(wei)險(xian)廢(fei)物(wu)環(huan)(huan)(huan)境(jing)與(yu)安(an)全(quan)(quan)風險(xian)為(wei)目(mu)標,深(shen)化(hua)體制機制改(gai)革,全(quan)(quan)面(mian)(mian)提升危(wei)險(xian)廢(fei)物(wu)監管和(he)利(li)用處置能力(li),切實維護(hu)人(ren)民(min)群眾身體健康和(he)生(sheng)態(tai)環(huan)(huan)(huan)境(jing)安(an)全(quan)(quan)。

  (二)工作原則。

  堅(jian)持(chi)改革創新,著力激發活(huo)力。全面(mian)深(shen)化改革,開(kai)拓(tuo)工作思(si)路,創新方式(shi)方法,激發市場活(huo)力,鼓(gu)勵試(shi)點(dian)先行,切(qie)實解決(jue)危險廢物監管(guan)和利用處置方面(mian)存(cun)在的突出問題。

  堅(jian)持依法(fa)治理,著力強化監管(guan)。落實(shi)危險廢物法(fa)律(lv)法(fa)規和標準規范,明確(que)部(bu)門(men)職責分工,建立(li)完(wan)善部(bu)門(men)聯動機制(zhi),健全(quan)危險廢物監管(guan)體(ti)系,依法(fa)行政,嚴格(ge)執法(fa)。

  堅(jian)持統籌安排,著力補齊(qi)短板。科學評估、合理布局、優化結(jie)構,分行(xing)業領域、分區域地域補齊(qi)醫療廢(fei)物、危險廢(fei)物收集處(chu)理設施(shi)方(fang)面短板,不(bu)斷(duan)提(ti)升利(li)用處(chu)置水平。

  堅持多元共治,著力防控(kong)風險(xian)。強化(hua)政府引(yin)導(dao)與支(zhi)持,壓實企(qi)業主體責(ze)任,充分發揮社(she)會組織和(he)公眾監督作(zuo)用,實行聯(lian)防聯(lian)控(kong)聯(lian)治,嚴守危險(xian)廢(fei)物環(huan)境與安全風險(xian)底(di)線。

  (三)工作目標。到2022年底,危(wei)(wei)險廢物(wu)監管(guan)體制(zhi)機制(zhi)進一步完善(shan),建(jian)(jian)立安全監管(guan)與環(huan)境(jing)監管(guan)聯動機制(zhi);危(wei)(wei)險廢物(wu)非法轉移(yi)傾倒行為(wei)得到有(you)效遏制(zhi)。基本補齊(qi)醫(yi)療廢物(wu)、危(wei)(wei)險廢物(wu)收集處(chu)理(li)設施方面短板,引(yin)導危(wei)(wei)險廢物(wu)環(huan)境(jing)治理(li)產業積極有(you)序發展;縣級以上城(cheng)市建(jian)(jian)成區(qu)醫(yi)療廢物(wu)無害化(hua)處(chu)置率達到100%,全市危(wei)(wei)險廢物(wu)處(chu)置能力基本滿足市域(yu)內實際處(chu)置需求。

  到2025年底,建立健全(quan)源頭(tou)嚴(yan)(yan)(yan)防、過(guo)程嚴(yan)(yan)(yan)管(guan)、后果嚴(yan)(yan)(yan)懲的危(wei)險廢(fei)物監(jian)管(guan)體(ti)系。危(wei)險廢(fei)物利用(yong)處(chu)置能力充分(fen)保障,技術和運營水平進一步提升。

  二、完(wan)善危險(xian)廢物監管體(ti)制機制

  (四)依法(fa)(fa)依規履行危險廢(fei)物(wu)(wu)監管(guan)(guan)職(zhi)(zhi)責(ze)。各(ge)(ge)縣(xian)(市(shi)(shi)(shi)(shi)(shi)、區(qu))對轄(xia)區(qu)危險廢(fei)物(wu)(wu)治(zhi)理(li)工(gong)作(zuo)負總責(ze),將危險廢(fei)物(wu)(wu)污(wu)染環境(jing)防治(zhi)工(gong)作(zuo)納入本地國民經濟和(he)(he)社(she)會發(fa)展規劃(hua)、生(sheng)態(tai)環境(jing)保護規劃(hua),統籌推進,協同發(fa)展。各(ge)(ge)級發(fa)展改(gai)革(ge)、工(gong)業(ye)(ye)和(he)(he)信(xin)息(xi)化(hua)、生(sheng)態(tai)環境(jing)、自(zi)然(ran)資(zi)源、住(zhu)房城鄉(xiang)建設、城市(shi)(shi)(shi)(shi)(shi)管(guan)(guan)理(li)、交通運(yun)輸、應(ying)急管(guan)(guan)理(li)、農業(ye)(ye)農村(cun)、衛生(sheng)健康(kang)、公(gong)安、海關(guan)等有關(guan)部門要認真執行國家(jia)、省(sheng)危險廢(fei)物(wu)(wu)治(zhi)理(li)方(fang)針(zhen)政(zheng)(zheng)策(ce)和(he)(he)要求,嚴(yan)格落(luo)實(shi)(shi)在危險廢(fei)物(wu)(wu)利(li)用處(chu)置、污(wu)染環境(jing)防治(zhi)、安全生(sheng)產、運(yun)輸安全以(yi)及(ji)衛生(sheng)防疫等方(fang)面(mian)的監管(guan)(guan)職(zhi)(zhi)責(ze),細化(hua)實(shi)(shi)化(hua)工(gong)作(zuo)舉措,切實(shi)(shi)履職(zhi)(zhi)盡(jin)責(ze)。(市(shi)(shi)(shi)(shi)(shi)生(sheng)態(tai)環境(jing)局(ju)、市(shi)(shi)(shi)(shi)(shi)發(fa)展改(gai)革(ge)委(wei)(wei)、市(shi)(shi)(shi)(shi)(shi)工(gong)業(ye)(ye)和(he)(he)信(xin)息(xi)化(hua)局(ju)、市(shi)(shi)(shi)(shi)(shi)自(zi)然(ran)資(zi)源和(he)(he)規劃(hua)局(ju)、市(shi)(shi)(shi)(shi)(shi)住(zhu)房和(he)(he)城鄉(xiang)建設局(ju)、市(shi)(shi)(shi)(shi)(shi)城市(shi)(shi)(shi)(shi)(shi)管(guan)(guan)理(li)綜合行政(zheng)(zheng)執法(fa)(fa)局(ju)、市(shi)(shi)(shi)(shi)(shi)交通運(yun)輸局(ju)、市(shi)(shi)(shi)(shi)(shi)應(ying)急管(guan)(guan)理(li)局(ju)、市(shi)(shi)(shi)(shi)(shi)農業(ye)(ye)農村(cun)局(ju)、市(shi)(shi)(shi)(shi)(shi)衛生(sheng)健康(kang)委(wei)(wei)、市(shi)(shi)(shi)(shi)(shi)公(gong)安局(ju)、滄州海關(guan)等部門及(ji)各(ge)(ge)級政(zheng)(zheng)府負責(ze)落(luo)實(shi)(shi)。以(yi)下均需各(ge)(ge)縣(xian)(市(shi)(shi)(shi)(shi)(shi)、區(qu))人(ren)民政(zheng)(zheng)府和(he)(he)渤海新(xin)區(qu)、開發(fa)區(qu)、高新(xin)區(qu)管(guan)(guan)委(wei)(wei)會負責(ze)落(luo)實(shi)(shi),不再(zai)列出)

  (五)加(jia)強(qiang)部(bu)(bu)(bu)門(men)(men)間協(xie)調(diao)配合(he)。進(jin)一(yi)步加(jia)強(qiang)部(bu)(bu)(bu)門(men)(men)間溝(gou)通(tong)協(xie)作,形成(cheng)分工(gong)協(xie)作、齊抓共(gong)管(guan)(guan)工(gong)作合(he)力,逐步建立覆蓋危險廢(fei)物(wu)(wu)產生(sheng)、收集(ji)、貯存、運輸、利用、處置等全(quan)過程、全(quan)鏈條式監管(guan)(guan)體系。完(wan)善聯席會議制(zhi)度,按照“誰議事(shi)、誰召集(ji)”原則,及(ji)時通(tong)報(bao)、研究解決危險廢(fei)物(wu)(wu)污染環境防治(zhi)工(gong)作中(zhong)重大(da)問題、重大(da)事(shi)項(xiang)(xiang)、重點工(gong)作。落(luo)實(shi)首辦(ban)移(yi)交,各部(bu)(bu)(bu)門(men)(men)發(fa)現職責(ze)范圍(wei)內(nei)監管(guan)(guan)事(shi)項(xiang)(xiang)要(yao)及(ji)時辦(ban)理(li)(li),涉及(ji)其(qi)(qi)他(ta)部(bu)(bu)(bu)門(men)(men)的事(shi)項(xiang)(xiang)及(ji)時通(tong)告(gao);發(fa)現緊急情況,要(yao)迅(xun)速通(tong)告(gao)相關(guan)部(bu)(bu)(bu)門(men)(men),及(ji)時依法予以處理(li)(li)。促進(jin)信(xin)(xin)(xin)息(xi)共(gong)享(xiang),各職能(neng)部(bu)(bu)(bu)門(men)(men)要(yao)將職責(ze)范圍(wei)內(nei)的涉危險廢(fei)物(wu)(wu)有(you)(you)關(guan)信(xin)(xin)(xin)息(xi)及(ji)時通(tong)報(bao)其(qi)(qi)他(ta)相關(guan)單位;行(xing)政(zheng)審批機關(guan)要(yao)將審批、許可事(shi)項(xiang)(xiang)結果通(tong)知具有(you)(you)法定(ding)監管(guan)(guan)職責(ze)部(bu)(bu)(bu)門(men)(men)。(市(shi)(shi)(shi)(shi)(shi)(shi)生(sheng)態環境局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)發(fa)展改革委、市(shi)(shi)(shi)(shi)(shi)(shi)工(gong)業和(he)信(xin)(xin)(xin)息(xi)化(hua)局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)自(zi)然資源和(he)規劃局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)住房和(he)城(cheng)鄉(xiang)建設(she)局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)城(cheng)市(shi)(shi)(shi)(shi)(shi)(shi)管(guan)(guan)理(li)(li)綜(zong)合(he)行(xing)政(zheng)執法局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)交通(tong)運輸局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)商務局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)衛生(sheng)健(jian)康委、市(shi)(shi)(shi)(shi)(shi)(shi)農業農村局(ju)(ju)、滄(cang)州(zhou)海關(guan)、市(shi)(shi)(shi)(shi)(shi)(shi)應急管(guan)(guan)理(li)(li)局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)公(gong)安(an)局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)郵政(zheng)管(guan)(guan)理(li)(li)局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)市(shi)(shi)(shi)(shi)(shi)(shi)場監督管(guan)(guan)理(li)(li)局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)科技局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)行(xing)政(zheng)審批局(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)法院(yuan)、市(shi)(shi)(shi)(shi)(shi)(shi)檢察(cha)院(yuan)等按職責(ze)分工(gong)負責(ze))

  (六)全面落實(shi)“一長三員”網(wang)格化(hua)監(jian)(jian)(jian)管(guan)(guan)機制。以縣(市、區)為(wei)單位(wei),將域內涉危(wei)險(xian)廢物(wu)企(qi)(qi)業全部登記造冊并(bing)動態更新。落實(shi)“網(wang)格化(hua)”監(jian)(jian)(jian)管(guan)(guan)要求,建立(li)健全鄉鎮政(zheng)府(街道(dao))、監(jian)(jian)(jian)管(guan)(guan)部門和企(qi)(qi)業組成的(de)“四位(wei)一體”監(jian)(jian)(jian)管(guan)(guan)機制,并(bing)動態更新,確(que)保監(jian)(jian)(jian)管(guan)(guan)不斷檔,強化(hua)監(jian)(jian)(jian)管(guan)(guan)責任(ren)落實(shi),嚴(yan)防非法轉(zhuan)移(yi)處置危(wei)險(xian)廢物(wu)。(市生態環(huan)境局(ju)負責)

  (七)嚴格(ge)開展危(wei)險廢物(wu)(wu)規范(fan)(fan)化(hua)(hua)(hua)管(guan)(guan)理。加(jia)大涉危(wei)險廢物(wu)(wu)企業(ye)規范(fan)(fan)化(hua)(hua)(hua)管(guan)(guan)理監(jian)督檢(jian)查(cha)(cha)(cha)力(li)度,各(ge)(ge)縣(市、區)生態環(huan)(huan)境(jing)部門按照規范(fan)(fan)化(hua)(hua)(hua)管(guan)(guan)理要求(qiu),每季(ji)度分批對域(yu)內涉危(wei)險廢物(wu)(wu)企業(ye)進行規范(fan)(fan)化(hua)(hua)(hua)監(jian)督檢(jian)查(cha)(cha)(cha),督導企業(ye)落實危(wei)險廢物(wu)(wu)規范(fan)(fan)化(hua)(hua)(hua)管(guan)(guan)理各(ge)(ge)項(xiang)要求(qiu),不斷提升企業(ye)規范(fan)(fan)化(hua)(hua)(hua)管(guan)(guan)理水平。市生態環(huan)(huan)境(jing)局按照危(wei)險廢物(wu)(wu)規范(fan)(fan)化(hua)(hua)(hua)環(huan)(huan)境(jing)管(guan)(guan)理評估要求(qiu)進行抽查(cha)(cha)(cha)。(市生態環(huan)(huan)境(jing)局負責)

  (八)落實危(wei)險廢(fei)物(wu)(wu)(wu)環(huan)(huan)境(jing)風險區域(yu)聯防聯控機(ji)(ji)制。按照省(sheng)(sheng)級聯防聯控合作(zuo)機(ji)(ji)制要求(qiu)(qiu),落實危(wei)險廢(fei)物(wu)(wu)(wu)信(xin)息共享與(yu)(yu)協調(diao)合作(zuo)要求(qiu)(qiu),以廢(fei)鉛蓄(xu)電池(chi)、廢(fei)礦物(wu)(wu)(wu)油、廢(fei)酸(suan)、廢(fei)堿(jian)為(wei)重(zhong)(zhong)點,依法嚴厲打擊(ji)危(wei)險廢(fei)物(wu)(wu)(wu)跨(kua)區域(yu)非法收集、轉(zhuan)移、運輸、傾倒(dao)、利用和(he)(he)(he)處置等違法行(xing)為(wei);對(dui)跨(kua)省(sheng)(sheng)及省(sheng)(sheng)內跨(kua)區域(yu)涉危(wei)險廢(fei)物(wu)(wu)(wu)重(zhong)(zhong)大案件和(he)(he)(he)突發環(huan)(huan)境(jing)事(shi)件,做好配合協同調(diao)查(cha)處理。強化行(xing)政區域(yu)交界處、鄉村及重(zhong)(zhong)點區域(yu)場所的(de)聯合執法,重(zhong)(zhong)點打擊(ji)跨(kua)區域(yu)涉危(wei)險廢(fei)物(wu)(wu)(wu)環(huan)(huan)境(jing)污染問題和(he)(he)(he)環(huan)(huan)境(jing)違法案件。(市生態(tai)環(huan)(huan)境(jing)局(ju)牽頭,市公(gong)安局(ju)、市交通運輸局(ju)等參(can)與(yu)(yu))

  (九)落(luo)實企(qi)(qi)業主(zhu)(zhu)(zhu)體責任(ren)。危(wei)險(xian)廢(fei)物(wu)產生(sheng)、收集(ji)、貯存、運輸(shu)、利用、處置企(qi)(qi)業(以下統(tong)稱危(wei)險(xian)廢(fei)物(wu)相關企(qi)(qi)業)的主(zhu)(zhu)(zhu)要負責人(ren)(ren)(法定(ding)代表(biao)人(ren)(ren)、實際控制(zhi)人(ren)(ren))是危(wei)險(xian)廢(fei)物(wu)污染(ran)環(huan)境(jing)防(fang)治和(he)安全(quan)(quan)生(sheng)產第一責任(ren)人(ren)(ren),建立(li)企(qi)(qi)業主(zhu)(zhu)(zhu)體責任(ren)承諾制(zhi),壓(ya)實企(qi)(qi)業污染(ran)環(huan)境(jing)防(fang)治和(he)安全(quan)(quan)生(sheng)產主(zhu)(zhu)(zhu)體責任(ren),嚴格(ge)落(luo)實危(wei)險(xian)廢(fei)物(wu)污染(ran)環(huan)境(jing)防(fang)治和(he)安全(quan)(quan)生(sheng)產法律法規制(zhi)度,依(yi)法依(yi)規投保環(huan)境(jing)污染(ran)責任(ren)保險(xian)。(市(shi)生(sheng)態環(huan)境(jing)局(ju)(ju)、市(shi)公安局(ju)(ju)、市(shi)交通運輸(shu)局(ju)(ju)、市(shi)應急管理局(ju)(ju)、市(shi)銀保監分(fen)局(ju)(ju)等按職責分(fen)工負責)

  (十)推進危險廢(fei)物信(xin)(xin)息(xi)公開(kai)。危險廢(fei)物產(chan)(chan)(chan)生(sheng)和(he)(he)經(jing)營(ying)企業(ye)要(yao)健全危險廢(fei)物管(guan)理臺賬(zhang),及時在河北省固體廢(fei)物動態(tai)信(xin)(xin)息(xi)平臺申報(bao)危險廢(fei)物管(guan)理計劃和(he)(he)產(chan)(chan)(chan)生(sheng)、收集、貯存、利(li)用、處置信(xin)(xin)息(xi),依(yi)法(fa)公開(kai)危險廢(fei)物污(wu)染(ran)環(huan)境(jing)防治信(xin)(xin)息(xi)。危險廢(fei)物利(li)用處置經(jing)營(ying)單位(wei),要(yao)依(yi)法(fa)向(xiang)公眾(zhong)開(kai)放(fang)設施(shi)、場所,提(ti)高公眾(zhong)環(huan)境(jing)保護意識和(he)(he)參(can)與程度。市(shi)生(sheng)態(tai)環(huan)境(jing)部門(men)定期向(xiang)社(she)會發布轄區危險廢(fei)物的種類、產(chan)(chan)(chan)生(sheng)量、處置能力、利(li)用處置狀況等(deng)信(xin)(xin)息(xi)。(市(shi)生(sheng)態(tai)環(huan)境(jing)局負責)

  (十四)加強危(wei)險(xian)廢物鑒(jian)別(bie)(bie)(bie)管(guan)理(li)。按照危(wei)險(xian)廢物鑒(jian)別(bie)(bie)(bie)管(guan)理(li)相(xiang)關規定,嚴(yan)格落實對(dui)危(wei)險(xian)廢物鑒(jian)別(bie)(bie)(bie)程(cheng)序(xu)和(he)鑒(jian)別(bie)(bie)(bie)單位(wei)管(guan)理(li)要(yao)求(qiu)。強化危(wei)險(xian)廢物相(xiang)關企業鑒(jian)別(bie)(bie)(bie)主(zhu)體意識,對(dui)可能具(ju)有(you)或(huo)不確(que)定是否(fou)具(ju)有(you)危(wei)險(xian)特(te)性的固體廢物,主(zhu)動進行鑒(jian)別(bie)(bie)(bie)。環評文件(jian)中要(yao)求(qiu)開展(zhan)(zhan)危(wei)險(xian)廢物鑒(jian)別(bie)(bie)(bie)的,建設單位(wei)應在項目(mu)驗收前開展(zhan)(zhan)鑒(jian)別(bie)(bie)(bie)工作(zuo),將鑒(jian)別(bie)(bie)(bie)結論和(he)環境管(guan)理(li)要(yao)求(qiu)納入驗收范(fan)(fan)圍(wei),在廢物屬性明確(que)前應按危(wei)險(xian)廢物管(guan)理(li)。危(wei)險(xian)廢物鑒(jian)別(bie)(bie)(bie)單位(wei)按規范(fan)(fan)程(cheng)序(xu)開展(zhan)(zhan)鑒(jian)別(bie)(bie)(bie),及時公開鑒(jian)別(bie)(bie)(bie)報告等(deng)資(zi)料,并對(dui)報告內(nei)容、結論承(cheng)擔相(xiang)應責任,嚴(yan)防鑒(jian)別(bie)(bie)(bie)造假。(市(shi)生態(tai)環境局牽頭,市(shi)發展(zhan)(zhan)改革委、市(shi)交通運(yun)輸局等(deng)參與)

  (二十)規范危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)貯(zhu)存(cun)(cun)(cun)(cun)場(chang)所(設(she)施(shi)(shi))。新建項目,產廢(fei)(fei)單位(wei)應(ying)結(jie)合(he)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)產生量、貯(zhu)存(cun)(cun)(cun)(cun)期限等(deng),配套(tao)建設(she)符合(he)標準的(de)貯(zhu)存(cun)(cun)(cun)(cun)場(chang)所(設(she)施(shi)(shi));危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)經營(ying)單位(wei)應(ying)結(jie)合(he)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)貯(zhu)存(cun)(cun)(cun)(cun)周期、檢維(wei)修時限等(deng),配套(tao)建設(she)至少滿(man)足15天經營(ying)規模(mo)的(de)貯(zhu)存(cun)(cun)(cun)(cun)場(chang)所(設(she)施(shi)(shi))。對(dui)已建項目,各縣(xian)(市、區(qu))按照《危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)貯(zhu)存(cun)(cun)(cun)(cun)污染控制標準》,督促企(qi)業結(jie)合(he)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)產生量、貯(zhu)存(cun)(cun)(cun)(cun)周期、處(chu)理處(chu)置等(deng)情(qing)況,開展危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)貯(zhu)存(cun)(cun)(cun)(cun)場(chang)所(設(she)施(shi)(shi))自(zi)查自(zi)糾(jiu),自(zi)查自(zi)糾(jiu)不能滿(man)足貯(zhu)存(cun)(cun)(cun)(cun)需求的(de)應(ying)加快整改到(dao)位(wei)。企(qi)業要嚴(yan)格實施(shi)(shi)危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)分類分區(qu)貯(zhu)存(cun)(cun)(cun)(cun),嚴(yan)禁將危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)混(hun)入非危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)以(yi)及不兼容危(wei)(wei)(wei)險(xian)(xian)廢(fei)(fei)物(wu)混(hun)存(cun)(cun)(cun)(cun)混(hun)放。(市生態環境局(ju)負責(ze))

  (二十一)加(jia)強轉(zhuan)移聯單管(guan)理(li)。嚴格危(wei)險廢物(wu)(wu)產生、運輸(shu)、利(li)用處置轉(zhuan)移聯單管(guan)理(li),督導企業如實(shi)填寫(xie)危(wei)險廢物(wu)(wu)轉(zhuan)移電(dian)子聯單相(xiang)關信息(xi)。危(wei)險廢物(wu)(wu)利(li)用處置單位(wei)(wei)驗收(shou)時,發現危(wei)險廢物(wu)(wu)的名稱、數量、特(te)性、形態、包裝(zhuang)方(fang)式(shi)等(deng)與聯單填寫(xie)內容不符的,及時向接受地生態環(huan)境部門(men)報告(gao),并通知產廢單位(wei)(wei)。(市生態環(huan)境局負責)

  七、促進(jin)危險廢(fei)物利用處置產業高質(zhi)量發(fa)展(zhan)

  (二十九)推動(dong)危(wei)險(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)處(chu)置企業規(gui)模化(hua)。按照(zhao)“十四五”危(wei)險(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)處(chu)置能(neng)力(li)規(gui)劃布局,生態(tai)環(huan)(huan)境等部門定期(qi)發布危(wei)險(xian)(xian)廢(fei)(fei)物(wu)相關信息(xi),引導資金、技術(shu)、土地(di)、人才(cai)等市(shi)(shi)場(chang)要素(su)合理流動(dong)配置,促(cu)進危(wei)險(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)處(chu)置產業發展,并防止過剩利(li)(li)用(yong)處(chu)置能(neng)力(li)重(zhong)復建設。新建危(wei)險(xian)(xian)廢(fei)(fei)物(wu)集中焚(fen)燒處(chu)置設施(shi)處(chu)置能(neng)力(li)原則上應大于3萬(wan)噸/年。支持(chi)生產者責(ze)(ze)任延伸,引導生產企業利(li)(li)用(yong)銷售網絡和渠道回(hui)收其產品使用(yong)產生的危(wei)險(xian)(xian)廢(fei)(fei)物(wu),實現危(wei)險(xian)(xian)廢(fei)(fei)物(wu)再生利(li)(li)用(yong)。落實“放管服”改(gai)革要求,鼓(gu)勵采(cai)取多(duo)元(yuan)投資和市(shi)(shi)場(chang)化(hua)方式建設規(gui)模化(hua)危(wei)險(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)設施(shi);支持(chi)企業開展兼并重(zhong)組,整合現有(you)資源,做(zuo)大做(zuo)強危(wei)險(xian)(xian)廢(fei)(fei)物(wu)利(li)(li)用(yong)處(chu)置企業。(市(shi)(shi)發展改(gai)革委(wei)、市(shi)(shi)行政審批局、市(shi)(shi)生態(tai)環(huan)(huan)境局等按職(zhi)責(ze)(ze)分工(gong)負責(ze)(ze))

  (三十)促(cu)進(jin)危(wei)險(xian)廢物利(li)用(yong)處(chu)(chu)(chu)(chu)置(zhi)(zhi)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)運營專業(ye)(ye)(ye)(ye)(ye)化。引導(dao)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)積(ji)極引進(jin)國內外先(xian)進(jin)工藝技術、管理經驗,提升專業(ye)(ye)(ye)(ye)(ye)化運營能力,打造(zao)高水平危(wei)險(xian)廢物利(li)用(yong)處(chu)(chu)(chu)(chu)置(zhi)(zhi)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)。細化行業(ye)(ye)(ye)(ye)(ye)內部(bu)分工,按(an)照綜合利(li)用(yong)、焚燒處(chu)(chu)(chu)(chu)置(zhi)(zhi)、協同(tong)處(chu)(chu)(chu)(chu)置(zhi)(zhi)、填埋處(chu)(chu)(chu)(chu)置(zhi)(zhi)梯(ti)次推進(jin)原(yuan)則,督導(dao)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)按(an)照核定類(lei)別接收利(li)用(yong)處(chu)(chu)(chu)(chu)置(zhi)(zhi)危(wei)險(xian)廢物,嚴格控制可焚燒減量(liang)的危(wei)險(xian)廢物直接填埋。服務區域產(chan)業(ye)(ye)(ye)(ye)(ye)布局,支(zhi)持(chi)石油開(kai)采、鋁材加工等(deng)產(chan)業(ye)(ye)(ye)(ye)(ye)集中區域,建(jian)設(she)危(wei)險(xian)廢物利(li)用(yong)處(chu)(chu)(chu)(chu)置(zhi)(zhi)設(she)施,促(cu)進(jin)區域產(chan)業(ye)(ye)(ye)(ye)(ye)發(fa)展。(市(shi)發(fa)展改革委、市(shi)工業(ye)(ye)(ye)(ye)(ye)和信息化局、市(shi)生態環境局、市(shi)住房和城鄉建(jian)設(she)局等(deng)按(an)職責分工負(fu)責)

  (三十一)規范(fan)危(wei)(wei)(wei)險(xian)(xian)廢物(wu)利(li)(li)(li)用(yong)(yong)(yong)。加強危(wei)(wei)(wei)險(xian)(xian)廢物(wu)綜(zong)合(he)(he)利(li)(li)(li)用(yong)(yong)(yong)產(chan)品環境(jing)管理,綜(zong)合(he)(he)利(li)(li)(li)用(yong)(yong)(yong)固體(ti)(ti)廢物(wu)應(ying)當(dang)遵(zun)守生(sheng)(sheng)態(tai)環境(jing)法律法規,符合(he)(he)固體(ti)(ti)廢物(wu)污染環境(jing)防治(zhi)技術(shu)標(biao)(biao)準,使用(yong)(yong)(yong)固體(ti)(ti)廢物(wu)綜(zong)合(he)(he)利(li)(li)(li)用(yong)(yong)(yong)產(chan)物(wu)應(ying)當(dang)符合(he)(he)國家規定(ding)(ding)的用(yong)(yong)(yong)途(tu)、標(biao)(biao)準。支(zhi)持企(qi)業(ye)參與國家固體(ti)(ti)廢物(wu)綜(zong)合(he)(he)利(li)(li)(li)用(yong)(yong)(yong)標(biao)(biao)準體(ti)(ti)系(xi)建設,鼓勵有關單(dan)位申報固體(ti)(ti)廢物(wu)綜(zong)合(he)(he)利(li)(li)(li)用(yong)(yong)(yong)產(chan)物(wu)相(xiang)關地方標(biao)(biao)準制修訂(ding)項目。(市市場(chang)監(jian)督管理局(ju)(ju)、市生(sheng)(sheng)態(tai)環境(jing)局(ju)(ju)、市發展改革委、市工業(ye)和信(xin)息化局(ju)(ju)、市農業(ye)農村局(ju)(ju)等按職責(ze)分(fen)工負(fu)責(ze))落(luo)實河北省關于工業(ye)企(qi)業(ye)利(li)(li)(li)用(yong)(yong)(yong)危(wei)(wei)(wei)險(xian)(xian)廢物(wu)替代(dai)生(sheng)(sheng)產(chan)原(yuan)料“點對點”定(ding)(ding)向利(li)(li)(li)用(yong)(yong)(yong)許可證豁免管理的相(xiang)關要(yao)求,強化風(feng)險(xian)(xian)管控。(市生(sheng)(sheng)態(tai)環境(jing)局(ju)(ju)負(fu)責(ze))

  (三十二)健(jian)全財政(zheng)金(jin)融(rong)政(zheng)策(ce)。依(yi)法(fa)依(yi)規落實危(wei)險廢物和醫療廢物處(chu)置(zhi)收(shou)費(fei)制度,執(zhi)行處(chu)置(zhi)收(shou)費(fei)標準(zhun)并及時調整;在(zai)確(que)保危(wei)險廢物全流程監控、違法(fa)違規行為可追溯的前(qian)提(ti)下(xia),處(chu)置(zhi)收(shou)費(fei)標準(zhun)可由雙方協商確(que)定。根據國家危(wei)險廢物集(ji)中(zhong)處(chu)置(zhi)設施、場所(suo)退役費(fei)用預提(ti)和管理相(xiang)關辦法(fa),將預提(ti)費(fei)用列入投資概(gai)算或者經營成本。鼓勵(li)金(jin)融(rong)機構加大(da)對危(wei)險廢物污染(ran)環(huan)境防治(zhi)項目的信貸投放。(市發展改革(ge)委、市財政(zheng)局(ju)、市生態環(huan)境局(ju)、市衛生健(jian)康委等按職責分(fen)工(gong)負責)

  (三(san)(san)十三(san)(san))落實(shi)稅(shui)收(shou)政策。依據固體廢物(wu)資源綜合利用企業名單,精準落實(shi)環(huan)保稅(shui)免征政策;對未(wei)合規(gui)(gui)貯存(cun)、處(chu)(chu)置的危險廢物(wu),按規(gui)(gui)定征收(shou)環(huan)境(jing)保護稅(shui)。積極推(tui)行網上辦稅(shui),對環(huan)保稅(shui)優(you)惠事項(xiang)取消備案資料報送,實(shi)行留存(cun)備查。強化(hua)稅(shui)收(shou)征管協同共(gong)治,建立(li)健全部門長效協作機制(zhi),完善涉(she)稅(shui)信(xin)(xin)息(xi)共(gong)享(xiang)(xiang)平臺,促進危險廢物(wu)貯存(cun)、處(chu)(chu)置、資源綜合利用、違法處(chu)(chu)罰等各類(lei)涉(she)稅(shui)數據信(xin)(xin)息(xi)共(gong)享(xiang)(xiang),提升稅(shui)源管理(li)水平。(市(shi)稅(shui)務局(ju)、市(shi)生態環(huan)境(jing)局(ju)、市(shi)工業和信(xin)(xin)息(xi)化(hua)局(ju)按職責(ze)分工負責(ze))

  (三十(shi)四)保(bao)(bao)障(zhang)土(tu)地(di)供給。銜接國家和省統籌規劃的危(wei)險廢物集(ji)中利用處置基地(di)建(jian)設(she)(she)布局,指導(dao)各縣(xian)(市(shi)、區)科學編制國土(tu)空(kong)間(jian)規劃,將相關項目用地(di)統籌納入規劃。加強要素保(bao)(bao)障(zhang),堅持(chi)土(tu)地(di)要素跟(gen)著項目走,指導(dao)各縣(xian)(市(shi)、區)做好(hao)危(wei)險廢物處置項目建(jian)設(she)(she)用地(di)保(bao)(bao)障(zhang)工作。(市(shi)自(zi)然資(zi)源(yuan)和規劃局負(fu)責)

  九、強化危險廢物環境風險防控(kong)能力

  (三十九)持(chi)續深入開展排查(cha)整(zheng)(zheng)(zheng)治。將危險(xian)廢物排查(cha)整(zheng)(zheng)(zheng)治納入常態(tai)化監管(guan)(guan)執法中,以(yi)環評批復、排污(wu)許可、規范化管(guan)(guan)理等為基本依據(ju),綜合企業生產規模、工(gong)藝路(lu)線(xian)、原(yuan)輔(fu)材料、用(yong)電量(liang)、管(guan)(guan)理計劃等因素,客觀分析研(yan)判企業危險(xian)廢物產生、轉(zhuan)移、利用(yong)、處(chu)置情況,增強重(zhong)(zhong)大問題發現能力(li),切實(shi)(shi)把風(feng)險(xian)隱患(huan)消除在萌芽(ya)狀態(tai),有效遏制(zhi)企業非法傾倒處(chu)置等違法行為。把群眾舉報線(xian)索作(zuo)為排查(cha)整(zheng)(zheng)(zheng)治工(gong)作(zuo)重(zhong)(zhong)點(dian),專(zhuan)(zhuan)班專(zhuan)(zhuan)案(an)盯辦(ban)核(he)查(cha),采(cai)取明察暗(an)訪、持(chi)續跟(gen)(gen)蹤(zong)等措施,核(he)清事實(shi)(shi),查(cha)實(shi)(shi)疑點(dian),堅決堵塞監管(guan)(guan)漏洞(dong)。強化掛(gua)賬(zhang)督辦(ban)機制(zhi),定期跟(gen)(gen)蹤(zong)調(diao)度(du)(du),及(ji)時掌(zhang)握企業風(feng)險(xian)隱患(huan)整(zheng)(zheng)(zheng)改(gai)進度(du)(du),整(zheng)(zheng)(zheng)改(gai)一(yi)項,銷號一(yi)項,做到(dao)善(shan)始善(shan)終、善(shan)作(zuo)善(shan)成。(市(shi)生態(tai)環境局(ju)負責)

  (四十)嚴格危險(xian)廢物(wu)(wu)超(chao)期超(chao)量(liang)貯存管理。危險(xian)廢物(wu)(wu)經營(ying)(ying)單位危廢貯存期限超(chao)過1年(nian)(nian),或危廢貯存量(liang)超(chao)過企(qi)業經營(ying)(ying)規模20%,無特(te)殊原(yuan)因的(de),督導(dao)(dao)企(qi)業限期處(chu)置(zhi)(zhi)(zhi);逾(yu)期未處(chu)置(zhi)(zhi)(zhi)完(wan)畢的(de),暫停企(qi)業接收危險(xian)廢物(wu)(wu)。危險(xian)廢物(wu)(wu)產生企(qi)業危廢貯存時間超(chao)過1年(nian)(nian)、貯存量(liang)超(chao)過3噸(dun)以上(shang)的(de),指導(dao)(dao)企(qi)業制(zhi)定(ding)轉移處(chu)置(zhi)(zhi)(zhi)計劃,明確專人跟蹤盯(ding)辦,安全妥善處(chu)置(zhi)(zhi)(zhi)。(市生態(tai)環(huan)境局負責)
